The Unified Government Resources Planning “UGRP” is defined as a comprehensive unified electronic system for finance, human resources, procurement and supply chains that facilitates and expedites procedures and flexibility in their development, achieve transparency and support decision-making. Moreover, provide accurate and modern detailed reports from all sides. UGRP depends, in its structural design, on the (Hybrid) model. It is an electronic central system that serves all government entites that supports integration with entities that have independent Enterprise Resource Planning.

The Unified Government Resources Planning "UGRP" was established in accordance with Royal Decree No. (8240) dated 19/2/1439 AH, and No. (71573) dated 12/17/1440 AH, which provides for the development of a unified system for government resources covering accounting and financial restrictions, human resources, and procurement and supply chains in the government sector, which will improve the level of government operations and raise their efficiency through three main activities: financial affairs, human resources, and procurement and supply chains.

The leaders of the work streams are the following government entities: • Ministry of Finance to lead the stream of finance. • The Ministry of Human Resources and Social Development to lead the human resources stream. • The Center of Spending Efficiency, and the Local Content and Government Procurement Authority to lead the procurement and supply chain stream.
