The Unified Government Resources Planning “UGRP” is defined as a comprehensive unified electronic system for finance, human resources, procurement and supply chains that facilitates and expedites procedures and flexibility in their development, achieve transparency and support decision-making. Moreover, provide accurate and modern detailed reports from all sides. UGRP depends, in its structural design, on the (Hybrid) model. It is an electronic central system that serves all government entites that supports integration with entities that have independent Enterprise Resource Planning.

The Unified Government Resources Planning "UGRP" was established in accordance with Royal Decree No. (8240) dated 19/2/1439 AH, and No. (71573) dated 12/17/1440 AH, which provides for the development of a unified system for government resources covering accounting and financial restrictions, human resources, and procurement and supply chains in the government sector, which will improve the level of government operations and raise their efficiency through three main activities: financial affairs, human resources, and procurement and supply chains.

The leaders of the work streams are the following government entities: • Ministry of Finance to lead the stream of finance. • The Ministry of Human Resources and Social Development to lead the human resources stream. • The Center of Spending Efficiency, and the Local Content and Government Procurement Authority to lead the procurement and supply chain stream.

UGRP will provide a unified and integrated system for finance, human resources, procurement and supply chains that will effectively contribute to achieving the strategic priorities of the Kingdom's Vision 2030 by linking all government entities to support sound and transparent decision-making, which will achieve the following benefits for government employees: • Providing accurate data that enables employees to make better, faster and more reliable decisions. • Providing new ways of working and behaviors aligned with new common processes and procedures. • Empowering employees to carry out their tasks through one platform instead of using multiple systems. Thus, reducing errors and waiting times. • Increasing knowledge exchange and enhancing cooperation and interaction between government entities, as all employees will use the same technology and will have the same technical characteristics and services. In addition, regulators will have easier and faster access to the required information. • Qualifying and training employees to use the latest technologies and working methods, which leads to upgrading their capabilities and raising their professional development levels in the best technical and knowledge practices.

• Centralized data availability facilitates budgeting and mandatory reporting, supporting regulators to easily access to information, and enable data extraction, review, and workflow monitoring. • Simplifying the operational procedures of the financial and accounting functions and provide effective tools for control, planning and decision-making processes in all government entities. • Improving the financial and administrative reports by providing flexibility to prepare performance reports according to different geographical regions or cost centers. • Contributing to the transformation to the accounting on an accrual basis, accelerating the decision-making process based on immediately available data and the ability to prepare accurate, detailed and updated reports in government entities. • Improving liquidity and cash flows, which will benefit the economic chain within the Kingdom of Saudi Arabia.

• UGRP will contribute to building a comprehensive database of the workforce and raising analytical capabilities as well as contributing to finding a future strategy for the Kingdom with regard to public sector employees. • Empowering the government entities to provide accurate data about salaries and monthly compensation, which supports entities in setting strategies and targets for their employees. • Providing the Human Resources Department with accurate data on the performance of government employees, in addition to visuals on the skills and competencies required in all government entities. • Empowering the Human Resources Department to use standardized processes (such as: talent management); thus, reducing the chances of misunderstanding the general guidelines for human resources, annual job promotions and the calendar that must be followed in all government entities. • Improving the efficiency of human resources operations in government entities, and this means reducing the time spent on related operations.

• Manage the implementation of standard and integrated work procedures related to procurement, administration and government billing. • Provide government entities with a platform that supports them in managing, negotiating, extending and renewing contracts through accurate analysis reports and data on supplier evaluation results. • Support of government entities to improve the reporting process through supporting the reports with data and visuals inventory and warehouse management. • Ability to reduce the expenditure through the common power to purchase and raise the level of transparency in terms of suppliers, material contracting and pricing; thus, support the government entities to be more efficient. • Improve and enhance collaboration between all government entities through the common goals to upgrade spending efficiency and inventory management.

Centralized entities : the government entities in which the Unified Government Resources Planning would be centrally applied without need to use the relevant existing systems. Non-centralized entities : the government entities that would keep using their existing systems and would integrate with and technologically link to the Unified Government Resources Planning as per specific features and requirements.

Unified Government Resources Planning is one of the main pillars to achieve the Kingdom of Saudi Arabia Vision; therefore, the government entites shall benifit from the system implementation to support digital transformation , improve the performance productivity of the government entites and the government employees’ and upgrade the quality of the services provided.

Unified Government Resources Planning is currently at the under design stage, as the relevant officers review all national systems to understand their requirements and develop the necessary strategy to achieve alignment and integration with all current systems. The objective is to focus on enhancing the government entites' experience, ensure the efficiency and productivity upgrade and provide high quality data.

As per the classification of the government entity , UGRP Team would closely work with the related parties in the relevant entity to help implement and integration with the Unified Government Resources Planning.

There is a complete alignment between the Program for transformation from the Accounting System on a cash basis to the Accounting System on Accrual Basis and the Unified Government Resources Planning . UGRP is the main enabler of transformation from the Accounting System on the Accrual Basis.

There are several motives that called for launching and implementing the Unified Government Resources Planning, which are: • Working in a consistent manner between government entities due to the difference in operations and their lack of clarity. • providing multiple different solutions and technologies that are used by government entities . • Increased costs due to the complexity of the systems used. • Absence of accurate and consistent government reports. • Decreased data quality due to unstructured business processes and procedures and the use of multiple systems.

The Unified Government Resources Planning will empower and support all government entities in the Kingdom of Saudi Arabia through a platform aimed at unifying business procedures (finance, human resources, and procurement and supply chains). It will also have a positive impact on a wide range of stakeholders and beneficiaries, whether government sector employees, private sector employees, or citizens and residents.

The program team conducts a detailed study to assess the readiness of government entities, based on which entities are selected and invited to participate in the program's various phases. The Unified Government Resources Planning is one of the fundamental pillars for achieving the vision of the Kingdom of Saudi Arabia. Therefore, all government entities included in the state's general budget are required to participate in the program and implement the system to support the digital transformation of government entities, improve their performance and the productivity of government employees, and elevate the quality of services provided.

Government entities without technical systems are studied periodically, and program products are provided to enable them to carry out their work.

The National Center for Government Resource Systems has launched workshops with the program owners to understand the current procedures and regulations they follow. The workshops will help confirm the Center team's understanding of current procedures, systems, and regulations, supporting the Center in identifying gaps in current work methods and potential future changes.

The National Center for Government Resource Systems has launched the program with several government entities, and work is underway to expand the rollout by enabling the remaining government entities to participate gradually and in several phases. The government entities selected for the next phase will be announced through the program's official channels.

One of the most important enablers of successful implementation is gaining the support of the employees of the relevant government entities through their adoption of the program's vision and their active participation in the workshops and training sessions held by the program. Representatives of government entities (such as business process owners) will be invited to participate actively in workshops and contribute to finding the most suitable way to implement the program in the targeted government entities.

One of the most important strategic goals of the program is to enable the effective automation and processing of financial, human resources, and procurement and supply chain transactions in government entities, which in turn significantly reduces paperwork, improves the level of government operations, and raises their efficiency.

Beneficiaries will be prepared and guided through comprehensive training programs and by continuously sharing information and documents with them through the official channels of the National Center for Government Resource Systems.

To raise the readiness of government entities across the program's different phases, the program team designed a set of requirements that government entities must fulfill during each phase to ensure their alignment with the requirements of that phase. These requirements will be shared with government entities, along with clarification of how to fulfill them and obtain the required support.
