Automating local content procedures in government procurement

The Local Content and Government Procurement Authority and the National Center for Government Resource Systems signed a cooperation agreement to automate local content procedures in government procurement. This will be achieved through the operation and development of the Local Content Portal, its integration with the government's electronic financial services platform, "Etimad Platform," and the provision of technical support and necessary enablers to activate the portal and all its services. The agreement was signed by Mr. Abdulrahman bin Abdullah Al-Samari, CEO of the Local Content and Government Procurement Authority, and Eng. Yousef bin Abdulrahman Al-Harqan, CEO of the National Center for Government Resource Systems. The scope of the agreement includes eight main areas: customer service, business analysis, and quality assurance.

Digital Contracting Service Workshop through the Etimad Platform

The National Center for Government Resource Systems (NCRS) held a virtual workshop in collaboration with the Federation of Saudi Chambers, titled "Digital Contracting through the Etimad Platform," for over 200 private sector entities. This initiative reflects the Center's commitment to engaging and empowering the private sector and promoting initiatives and systems related to digital transformation. The Center showcased its digital contracting and electronic signature services. It is worth noting that the digital contracting service, launched by the NRS through the Etimad platform, was recently unveiled at the LEAP Conference. This service aims to enhance the capabilities of government entities in financial planning, monitoring, and tracking project implementation progress.

Etimad Platform Achieves Fourth Place in the 2025 Digital Experience Maturity

Etimad Platform, affiliated with the National Center for Government Resource Systems, achieved fourth place in the 2025 Digital Experience Maturity Index issued by the Digital Government Authority, advancing two places compared to 2024. The platform achieved a score of 91.43%, at an advanced level. Etimad Platform also topped the digital platforms in the Technology and Tools perspective, achieving first place with a score of 96.33%, at a distinguished level. This was according to the evaluation results announced on Wednesday, which included 50 government platforms.​

Etimad platform launches a service for submitting financial claims for the private sector

The Etimad platform, affiliated with the National Center for Government Resources Systems, achieved fourth place in the Digital Experience Maturity Index for 2025, issued by the Digital Government Authority, advancing two places from 2024, achieving a score of “91.43%” at an advanced level. The Etimad platform also topped the digital platforms in terms of technologies and tools, achieving first place with a score of “96.33%” at the outstanding level, in the evaluation results announced on Wednesday, which included “50” government platforms.

NCGR Explained its Services for "Furas" Forum Visitors

​​The pavilion of the National Center for Government Resource Systems at the second Municipal Investment Forum "Furas," which was co-hosted by the Ministry of Municipal, Rural Affairs and Housing and the Ministry of Finance under the theme "Investment in Our Cities... Is in Your Hands," attracted many visitors and benefited of those attending the exhibition. The pavilion visitors were keen to know the services provided by "Etimad" platform, which included electronic payment for government fees, government tenders and procurement service, bank guarantee service, digital contracting service, financial claims service, and Etimad market service. Moreover, two workshops were also held in Arabic and English for private sector beneficiaries on "The Journey of the Private Sector Beneficiaries on Etimad Platform", in which an explanation of the completion of procedures for beneficiaries and how they contribute to the automation and facilitation of the services provided. Additionally, a cooperation agreement was signed between the NCGR and the Federation of Saudi Chambers with the aim of providing training services and knowledge transfer regarding the products and services of Etimad platform, in order to enhance the role of the private sector in the development of the national economy. The NCGR's participation in "Furas" forum was within the framework of its keenness to be present in local and international events, exhibitions and conferences to review the system of digital solutions it provides, through unified and integrated systems that contribute to the digital transformation journey of the Kingdom and raise the level of quality of electronic services in government financial transactions.

NCGR launches the "Government ERCAB" service via "Etimad" platform

NCGR launched the government ERCAB service via “Etimad” platform for facilitation of government travel procedures within government services digitization enhancement framework for public sector’s employees, in addition to other government services such as scholarships and medical trips for non-public sector employees. Such service resulted from a qualitative partnership between NCGR, the Ministry of Finance, Expenditures and Projects Efficiency Authority "EXPRO" and SAUDIA Airlines, aiming at facilitation of government travel procedures by services enhancement and development for beneficiaries via unified e-procedures. Said service enables beneficiaries to acquire travel tickets by using integrated digital procedures to improve operational efficiency in government authorities, through reduction of several procedures, starting from application filing through ticket issuance. Such service is distinguished by the issuance of ERCAB orders and travel tickets electronically in addition to the possibility of amendment of booking dates at any time upon issuance of approval for public sector’s employees, as well as cancellation of approved ERCAB order prior to ticket issuance easily and simply by contacting SAUDIA. Said service strives to deliver a one-of-a-kind digital experience for all government authorities and public sector employees, including civilians and military personnel, as well as individuals, including residents, citizens, and visitors. It is worth noting that NCGR works to provide various services and products via unified and integrated systems for enhancement of e-services quality level in government financial transactions, improvement of innovation and utilization of modern technologies for purpose of optimization of beneficiaries’ experiences.​​​

NCGR Launches the Reports and Indicators Product on Etimad

The National Center for Government Resource Systems launched the "Reports and Indicators" product on its Etimad platform. The product enables the government and private sectors to use the capabilities of business intelligence and big data to obtain the necessary information and reports that analyze indicators, evaluate performance, and monitor the progress of financial operations. This product provides interactive executive and leadership dashboards and operational reports enabling the government sector to view their respective data on Etimad. It also allows the private sector to review its reports and indicators through a general, detailed, or advanced dashboard of contract data, accounts receivable, and current open offers. This product launch is a robust contribution that enhances the performance and productivity of both sectors by enabling financial planning. The Reports and Indicators product launch aims to expedite beneficiaries’ time and effort in accessing reliable, accurate, and fully transparent data, allowing organizations to use available data effectively while allowing for a more informed and efficient decision-making process. ​The Center seeks to provide comprehensive solutions through a unified, integrated system aimed at raising the quality of online services in government financial transactions, increasing competitiveness and providing opportunities, improving user experience, measuring performance indicators, and standardizing procedures and integration among beneficiaries.

NCGR Presents its Digital Services and Products at "LEAP" Conference

The National Center for Government Resource Systems (NCGR) participated in the second edition of "LEAP", the largest technical conference in the world, which was held in Riyadh for four days, from February 6 to 9, under the title "Towards New Horizons". This came as part of the participation of government entities in the Saudi Digital Pavilion, with the aim of reviewing the present and future of digital services aimed at enhancing the culture of integration between government entities with joint cooperation, which comes in accordance with the digital governance strategy in the Kingdom. The NCGR reviewed and presented a number of qualitative digital services and products that provide many solutions through unified and integrated systems aimed at raising the level of quality of electronic services in government financial transactions. Including the electronic payment service for government services, the government transportation service (ERKAB), which was officially launched for all government agencies, and the government tenders and procurement service, the service of inquiring about the financial rights of individuals, and the government payments service. The conference attendees were keen to know those digital products and services that come within the framework of the NCGR's efforts and vision to create unified and integrated systems to improve productivity, operational and spending efficiency, and to build data capabilities and business intelligence to support digital government programs in accordance with the Kingdom's 2030 goals. In addition to raising technical awareness in a way that strengthens the Kingdom's position as a major enabler of technology and innovation and a meeting place for technical thought leaders, "LEAP" conference, which was attended by more than 700 speakers and 900 companies, focuses on attention to the future of technology and its effective role, finding creative solutions to the challenges facing the sector, as well as raising technical awareness.

NCGR Presents its Work at BIBAN 23 Forum

​The National Center for Government Resource Systems (NCGR) participated in BIBAN 23 Forum, which was hosted by the Small and Medium Enterprises General Authority "Monsha'at" at Riyadh International Convention and Exhibition Center, from March 9 to 13, 2023, with the theme "Opportunities Create Leadership". The NCGR, through its participation at the "Empowerment Gate" (BAB ALTAMKEEN), presented and reviewed its work and efforts through the products and services of "Etimad" platform, which aims to create various beneficial effects on the Kingdom's economy. As the NCGR is concerned with providing many solutions through unified and integrated systems aimed at raising the level of quality of electronic services in government financial transactions. Promoting innovation and the use of modern technologies, supporting small and medium enterprises and local content, increasing competitiveness and providing opportunities, improving the experience of beneficiaries. In addition to measuring performance indicators and to standardize procedures and integration between beneficiaries through Etimad platform. On the sidelines of the forum, an agreement was signed between the NCGR and the Social Development Bank, with the aim of inquiring about data and enabling easy and reliable access to it. Additionally, a workshop on "The Journey of Private Sector Beneficiaries on Etimad Platform" was presented, and many entrepreneurs and interested parties attended. The National Center for Government Resource Systems participated in the BIBAN 23 forum was as part of the NCGR desire to attend local and international events, exhibitions, and conferences in order to review and present the system of digital solutions it offers, which contribute in the Kingdom's journey toward digital transformation.

NCGR provides a service to inquire about government payments via "Etimad" platform

NCGR provided a service to inquire about government payments via "Etimad" platform, which enables citizens, residents and visitors to inquire about government payments, and review Ministry of Interior payments transactions’ details, and such service shall be available soon for all government authorities’ payments. Such self-service saves time and effort, as the beneficiary may identify the details of transactions paid or canceled thereby. Further, via "Etimad" platform, said service provides the possibility of inquiring about total recoverable balance remaining on specific sector of Ministry of Interior, as well as clarification of balance’s payments and bank particulars electronically in a few minutes without the need to refer to the concerned authority. “Etimad” platform has adopted an easy and simplified mechanism of stated service for beneficiary in order to be able to view payments’ details upon selection of method of querying whether by “beneficiary number” or “customer number”, and using available search options including (sector - service - payment date from - to) for purpose of facilitation of beneficiaries including citizens and residents access to payment data thereof. Government payments service is included in the scope of NCGR's products and services system, which is aimed at supporting government efforts for improvement of government financial transactions’ digital transformation for purpose of achievement of the Saudi Vision 2030 objectives via the provision of qualitative services and solutions, adhering to international standards to beneficiaries. Such service arises from NCGR's keenness to enhance digital government’s work, in addition to development of extremely precise digital products and services for all community members, whether citizens and residents. NCGR’s CEO, Eng. Yousef Abdulrahman Al-Hargan, clarified that NCGR is working on the improvement of digital solutions’ quality level in line with Saudi Vision 2030 by provision of distinguished digital services, optimization of beneficiaries’ experiences via unified and integrated systems, and enhancement of e-services in government financial transactions via innovation and utilization of modern technologies.

Payroll Self-Inquiry Service for Individuals via Etimad

The National Center for Government Resources Systems has launched a Payroll Self-Inquiry Service for Individuals through the Etimad portal, allowing government sector employees to view their salary paystubs and other financial details. One of the most important goals that NCGR aims to achieve through this service is to enable government employees to view their paystub details. The service provides a better experience by giving direct access to beneficiary payroll data and financial details. Through this service, the center seeks to enhance the benefit from existing available data. The service provides a detailed salary breakdown for all government employees and displays prior payroll data, including all financial paystubs submitted by the employer. The service lets users view past paystubs through the Advanced Search icon and allows Search by Keyword.​

The Minister of Finance inaugurates the website of the National Center for Government Resource Systems

His Excellency the Minister of Finance and Chairman of the Board of Directors of the National Center for Government Resources Systems, Mr. Mohammed bin Abdullah Al-Jadaan, launched the Center's website, www.ncgr.gov.sa, on Tuesday, 28 Safar 1443 AH, corresponding to October 5, 2021. This launch reflects the Center's commitment to developing its electronic infrastructure. On this occasion, His Excellency Al-Jadaan emphasized the importance of launching the Center's website as an effective communication channel between the Center and its beneficiaries. He explained that the website will be a significant qualitative addition to the financial system and anticipated that its diverse functions will have numerous positive impacts on the national economy by raising the quality of services, promoting innovation, increasing competitiveness, providing opportunities, measuring performance indicators, standardizing procedures, and fostering integration among beneficiaries.

The Ministry of Finance launches an electronic payment service for government service fees.

The Ministry of Finance, through the National Center for Government Resource Systems and in cooperation with the Digital Government Authority, launched an electronic payment service for government service fees via the government entities' collection system. This service allows beneficiaries to complete their service fees through the platform of each government entity that utilizes the service, using various banking payment methods: Mada, Visa, Mastercard, and SADAD. This service is part of the Ministry's efforts to develop and regulate the financial technology infrastructure for government entities and to facilitate access for beneficiaries by providing unified and integrated digital services, in line with its endeavors to achieve the Kingdom's Vision 2030.

​The National Center for Government Resources Systems has crowned its digital efforts by ranking 21st among top government entities, achieving the Innovation Stage with a score of 90.93% in the 2025 Digital Transformation Index. The Center also ranked 2nd among the top 15 government entities in the technology, transportation, and media sector. Moreover, the Center ranked among the highest-performing government entities in digital transformation for 2025, achieving the Innovation Stage (90.93%), securing 21st place overall, and 3rd place as one of the top 10 government entities in the technology, transportation, and media domain.
