​The role of the National Center for Government Resource Systems is to provide unified and integrated systems, develop digital solutions and products, build data capabilities and business intelligence, which contribute to improving the productivity, increasing operating and spending efficiency, enhancing transparency, combating corruption, standardizing procedures and integration among all beneficiaries.

​The Center was established by a Cabinet Decision issued on Rajab 4, 1442 AH corresponding to February 16, 2021, to transform the National Systems Agency at the Ministry of Finance into an independent center named the "National Center for Government Resource Systems".​

​NCGR was established to be an effective center for supporting the development of the national economy and for developing the financial sector in the Kingdom of Saudi Arabia. In addition, NCGR aims at stimulating savings, finance and investment. Moreover, NCGR works on increasing the efficiency of the financial sector to overcome challenges through contribution to raising the quality of e-government financial services provided to the beneficiaries, promoting innovation and using the modern technologies, supporting small and medium enterprises and local content. NCGR also seeks for increasing competitiveness and providing opportunities, improving the beneficiaries’ experience and measuring performance indicators, in addition to standardizing procedures and integration among beneficiaries.​

- Government agencies: by utilizing advanced and secure technical solutions for all financial transactions and non-oil government revenue collection to save effort and time, reducing delivery duration, enhancing quality and transparency, and supporting decision-making through using data and business intelligence capabilities. - Government employee: by improving the user experience, and facilitating the procedures related to human resources management such as: salaries and benefits, government travelling and other services provided to the government employee. - Private sector: by providing opportunities for participating in the development of government projects and services, raising the level of transparency, increasing competitiveness, and facilitating the management of financial claims with government entities. - Financial institutions: to enhance developmental collaboration with financial institutions in a way that enhances the economic interests in the Kingdom, and to provide financial e-solutions that achieve the best value for the private sector by providing cash liquidity to complete government projects.

The Unified Government Resource Planning “UGRP” is a comprehensive central system for financial management, human resources, procurement and supply chains procedures that serves all government entities through integration with the government entities that have independent systems. UGRP facilitates and accelerates procedures, balance their development, increase transparency, support decision-making, and provide accurate detailed and updated reports from all entities. Etimad Platform is an e-platform that aims to strengthen the partnership between government entities, private sector and individuals in order to achieve the goals of the development projects in the Kingdom of Saudi Arabia, achieve digital transformation of services, enhance local content, increase the engagement of small and medium enterprises in economic development, and raise the level of transparency and spending efficiency.
